The four phases of SARPs development

The formal existence of the Organization was confirmed 4 April , once the Convention had been ratified by 26 States, including New Zealand. ICAO is a specialised agency of the United Nations, formed to promote the safe and orderly development of international civil aviation throughout the world. It sets standards and regulations necessary for aviation safety, security, efficiency and regularity, as well as for aviation environmental protection.

The Organization serves as the forum for cooperation in all fields of civil aviation among its member States. The current continuous monitoring approach CMA to auditing began in , and enables States to update their compliance status, audit self-assessment, and corrective actions progress electronically. The information provided by the State is reviewed to analyse the type of organisation for safety oversight; the implementation of Annex provisions; and the differences from standards and recommended practices SARPs identified by the States.

This allows ICAO to tailor the audit activity according to the level and complexity of aviation activities in the State. All the activities following the on-site audit, including the preparation of the audit interim report, the development by the State of its corrective action plan, and the completion of the audit final report. ICAO , with the consent of the contracting State, releases relevant information on safety oversight audits so the travelling public can make informed decisions when using air transportation.

International Civil Aviation Organization (ICAO)

Standards And Recommended Practices SARPs are technical specifications adopted by the Council of ICAO in accordance with Article 37 of the Convention on International Civil Aviation in order to achieve "the highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation". SARPs do not have the same legal binding force as the Convention itself, because Annexes are not international treaties. Moreover States agreed to "undertake to collaborate in securing A Standard is defined by ICAO as "any specification for physical characteristics, configuration, material, performance, personnel or procedure, the uniform application of which is recognized as necessary for the safety or regularity of international air navigation and to which Contracting States will conform in accordance with the Convention".

The legal instrument that gives effect to this in Australia is the Air Navigation Act The Convention established certain principles and arrangements so international civil aviation can develop in a safe and orderly manner, and that international air transport services be established on the basis of equality of opportunity and operated soundly and economically. Australia works collaboratively with the international community, regional neighbours and the International Civil Aviation Organization ICAO to enhance standards and guidance for safety, security, air navigation and facilitation, and environmental protection. Australia has contributed to the work of ICAO since it was established in The Chicago Convention provides Article 37 for the Council of ICAO to make standards and recommended practices dealing with a wide range of matters concerned with the safety, regularity and efficiency of air navigation.
