Our fictitious student Chuck Brown will begin a bachelor's degree in general arts and sciences at the University of National Averages in The Globe and Mail spoke to experts and crunched the numbers to help Chuck plan his annual finances. Prediction: Tuition will rise faster than inflation, but the rate is difficult to predict. That, of course, didn't turn out to be true.

The Globe and Mail is a Canadian newspaper printed in five cities in western and central Canada. With a weekly readership of 2,, in , it is Canada's most widely read newspaper on weekdays and Saturdays,  although it falls slightly behind the Toronto Star in overall weekly circulation because the Star publishes a Sunday edition while the Globe does not. The Globe and Mail is regarded by some as Canada's " newspaper of record ". The newspaper is owned by The Woodbridge Company , based in Toronto. Brown's liberal politics led him to court the support of the Clear Grits , a precursor to the modern Liberal Party of Canada.

ABSTRACT: This paper examines the strategic commitments made by Canadian universities around international student mobility, and evaluates whether these commitments provide an appropriate foundation for delivering strong mobility programs adopting "transformational" approaches. Through a content analysis of university strategic plans, I examine the nature of international student mobility discourse, ideas and objectives in Canadian higher education. This locus of examination is important because the strategic plan sets the tone and commitments for the university, and has significant power to influence decision-making at the program and department levels. This analysis also helps us to see the ways that university administration understands the purpose of international student mobility, and where gaps exist.
